Bilingual Programs

According to the Illinois Administrative Code, when an attendance center has an enrollment of 20 or more English learners of the same language classification, the school district must establish a transitional bilingual education (TBE) program.

A Transitional Bilingual Education Program includes the following components:

  • Instruction in core subjects in the student’s home language and in English;
  • Instruction in the language arts in the student’s native language and in English as a Second Language;
  • Instruction in the history and culture of the country, territory, or geographic area which is the native land of the students or of their parents and in the history and culture of the United States.

CCSD21 provides bilingual programs to students whose home language is Spanish, Polish or Russian.
