Community Consolidated School District 21

 

Community Consolidated School District 21 (CCSD21) is a northwest suburban Chicago school district comprised of 13 schools across 6 different communities, serving students in pre-k through 8th grade. ILLINOIS FREEDOM OF INFORMATION ACT (FOIA) REQUESTS

The Illinois Freedom of Information Act (FOIA) is designed to ensure that any person has access to public records. FOIA requests should be submitted in writing to:

  • Requests for records must be submitted in writing.
  • Please include your name, telephone number(s), mailing address, and your email address.
  • Be as specific as possible when describing the records you are seeking.  In the event the district receives an unduly burdensome request, the district may deny the request as allowed under Section 3(g) of FOIA.

  • The Freedom of Information Act is not designed to:
    • cause an unwarranted invasion of personal privacy;
    • create an obligation on the district to maintain or prepare any public record which was not maintained or prepared by the district; nor
    • require the district to answer questions.

A FOIA Officer will respond to the request within five (5) business days after receipt of the request. The district may extend that time period for an additional five (5) business days from the date of the original due date, in which case the FOIA Officer will notify the requester in writing.  The business day after receipt of the request is counted as the first business day.  State holidays when the district office is closed, do not count as a business day.

A voluminous request is when the requester requests more than five (5) different categories of records or the request requires the compilation of more than five hundred (500) pages of public records.  Pursuant to Section 6 of FOIA, the district may assess fees to the requester for the voluminous request and the time to respond to the request may be extended by the district.  If the requester fails to accept or collect the responsive records, the district may still charge the requester for its response and the requester’s failure to pay will be considered a debt due and owing to the district and may be collected in accordance with applicable law.

A commercial request is when the requestor seeks to use part or all of the public records for sale, resale, or solicitation or advertisement for sales or services. A FOIA Officer will respond to a request for information that is made for a commercial purpose within twenty-one (21) business days after receipt of the request.

STUDENT RECORDS

Student records are prohibited from disclosure under section 7.5(r) of the Illinois Freedom of Information Act. Parents/Guardians may obtain their minor child’s student records through the Illinois School Student Records Act and Family Educational Rights and Privacy Act, unless specifically denied by a court order. All rights and privileges concerning school student records that are accorded to parents/guardians transfer to the student when the student reaches 18 years of age, graduates from high school, marries, or enters military service, whichever occurs first.
